Replacing rusted fuel filler tube. Possible with gas in tank?

I am finally gonna tackle the rusty fuel filler tube and gas cap. Since I will be removing entire tube from fender to tank, is it possible to do with gas in the tank? I took a peak and appears the filler tube is high up on the tank, but figured someone might know if this is possible without draining tank first.

I replaced one a couple of years ago in my Corolla... basically I drove the car until the low fuel light came on... then removed the filler tube and replaced with the new one... usually the filler tube is located on the top corner of the gas tank... make sure you clean the area around the gas tank before removing the tube so you can keep the gas tank opening as clean as possible... other than that its a simple job really
