power steering pump whine?

Hey guys. Today as i was driving i randomly started to get or at least it sounds like my power steering pump "whining" with a little bit of a squeal from a pulley/tensioner. so i pulled over and checked the fluid and it was fine and checked if my power steering was working and it was with no abnormal loss of "power" at the steering wheel. The noise is constant and doesnt go away (even after WD40) So is my power steering pump going? Do i need a new pulley? Help me out! Thanks in advance.

And to make this clear, the whine and squeal are two seperate problems. The whine is most likely power steering i just dont have an explination of why its whining. Thanks for any help!

Check your high pressure power steering hose for leaks, a common issue on our cars...

You said its constant? If its the power steering pump you should only hear it when you turn the wheel. Its not easy to mistake a psp whine for something else, you know if you've ever heard it before.
