2001 maxima with p1165 and p1130

2001 maxima with p1165 and p1130
OK I own a 2001 maxima AE with 180k miles 5 speed, I have a service engine soon light with codes p1165 and p1130. The only thing I know about these codes is that they are for a swirl valve, but if someone could help me with this problem as its stopping me from passing emissions tests.
P1165 is the "swirl control valve control vacuum check switch", not the swirl control valve itself.
P1130 is the "The swirl control valve control solenoid valve". When this code comes up in conjunction with the P1165, the FSM states that you need to fix the P1165 first and maybe the P1130 will go away.
The P1165 is fairly straight forward, it is either the check switch or the vacuum hoses to it. A broken wire harness is always a remote possibility for any problem in the car.
