Bad relay flasher or bad ground?

Bad flasher/signal relay or bad ground?
When i turn my headlights on (aftermarket) the green left turn signal lights faintly (not as strong as full power) and the front (not rear) turn signal is lit at half or so power constantly (no blinking).
could this be a bad ground or a bad relay flasher?
it is only the left, and only when the car is started. I guess because more power pushes through the system when it's running (alternator). the signal works when i turn the left signal on but still stays lit after. It also blinks fast but it always has since i had the car and i figured it was because all the lights are aftermarket/led and/or hid (including the signal lights)
I wanted to know before i started purchasing a relay when it may just be a ground.
P.S. side note i do have a crazy light system although i never messed with it until recently. This is angel eyes, led lights/markers & a strip on the outside of the lights.

It is not a relay. It is not the flasher.
It could be a bad/missing ground and the power is finding an alternative path through the lamps to ground.
It could also be a dual filament bulb where one of the filaments has warped and is touching the other filament.
If you changed a bulb, it could be a dual filament bulb in a single filament socket or single filament bulb in a dual filament socket.
