Exterior nor interior lights work on combination switch position 1 or 2

Hi, new guy here, so I bought a 2003 Maxima SE automatic, and just got done rebuilding the motor. So my problem is that my lights only work on auto; meaning when I turn the combination switch to auto, they all turn on, exterior, dash, center console, headlights high/low, and fog lights, but when I turn them to the 1st position, nothing comes on, then when I turned it to the 2nd, headlights and fog lights work fine, but still no other lights come on. Right now I'm confuse; I need some help. Looked at the repair manual, and looked at all the issues, but everything is connected to the same place, so why only one mode works, and another only part of it.

It sounds like the headlight switch is bad.

So it could just be a bad switch then.
