I believe I was sold a 2000 ecu since I have a p0403 code on my 2001 after doing an iac and ecu swap.
It revs only till 2800, then you have to stall it and it drives mint again.
Is it true that 2001's dont have egrs?

Some early production 2001 did, but most don't.
On cars that have EGR, getting a code like P0403 will cause the ECU to go into safe mode. The rpm will be limited to 2800 rpm.
But I don't think that an ECU designed for an engine without an EGR will throw the P0403 code.

and yes its in safe mode, if i stall it and start instantly it comes out of safe mode for some reason

I got the years of the cars/ECUs backwards. A 2000 ECU is looking for the signals from an EGR. Since your engine probably doesn't have the EGR, the ECU will throw the code.
There are so many places that don't really know the differences between the years of the Maximas. They look at the body style and say that a part fits all years. E-bay has to be the worst place for stuff like this.
You probably do have the wrong ECU. Return it. If you still have your old ECU, look at the numbers that are on it and compare them to the one you got.

I bought it locally and he said its from a 2001, but I really dont believe him at this point...
I'll probably be able to sell it?
and I'll have to send my old ecu to get repaired I guess because I need to get through emissions test asap
