Parking Brake Not "Seated" Right?

So freaking annoying

From 0 to about 3 degrees there's no engagement just wobbly loose mess then it bites. When it bites it clicks 9 times so that's within spec?? Tried tightening to 6 but same wobbliness.

How the heck do I fix this? Is this due to the parking brake handle not seated properly inside its hole?
