Like most things, the more you put into it the better the results will be.
The best way will be to remove them from the car, clean and degrease them really well and paint them off the car. If you can media blast them it will be even better. like any painting, it's all about prep and process. There are videos to show the process in detail.
It also looks good to paint the "hat" of the rotor either the same color or black. IMO black looks better but opinions are opinions.

That would be best. painting over crap just gives you colored crap.
You can still paint the used rotors. You'll have them off anyway and you can just shoot them with some regular black high temp paint.
