Steering column rubbing on boot?

So I've noticed when turning the wheel, I've been hearing a "rubbing on plastic" noise. A little snooping tells me the shaft is rubbing on part number 8 shown here. (when installed, it's right above the brake pedal.) Part 8 is made of a soft rubbery plastic.

I cannot for the life of me get this thing "calibrated" so that it isn't rubbing somehow. I jacked up the front end and had a friend turn the wheel lock to lock as I tried to manipulate this cover so that it wouldn't rub but just could NOT get it right.

Has anyone dealt with this before? It's purely cosmetic and no big huge deal if I can't fix it, but *I* hear the noise and I don't like it!

That's kind of strange. Rub some grease on the area and it'll probably go away for a few months at least.

The only thing I can guess is that my ex, who was extremely careless with my things, kicked it out of place with her huge Doc Marten boot.
