Could this be symptoms of a bad pulley or belt?
I'm hearing a low pitch whining noise while my car 2000 Nissan Maxima is idling. What do you guys think it can possibly be?

Could be a bad bearing on the tensioner pulley or on any of the other accessories. Pull off the belt(s) and see if the noise disappears. If it does, check each pulley for play/noise.
A bad PS pump also makes that whine. Is it, or the high pressure PS hose leaking and sucking in air?

But no the PS hose isn't leaking by the way.
I'm thinking a pulley or one of the accessories more than the belt.
A quick check before pulling the belt is to spray a little WD40 onto the ribbed side of the belt. If it's squeaking this will shut it up temporarily. You can also spray it into the pulley bearings. If it stops when you spray you'll know you found the problem.
I'd try that before pulling the belt since it's very quick and easy. I'd still pull the belt if that doesn't find the problem.
A mechanics stethoscope is also very handy for finding squeaks. You can touch the bolts on the pulleys while they're moving. Just be careful using it near running belts and wear eye protection.
