Any ideas on this problem
Had new Axxis metal masters installed about a week ago by local mechanic, now it feels the back brakes are stuck. When I take off it feels like the back brakes are still on and car is slow. I play around with the e-brake and still nothing. Car feels real heavy ... Any ideas

It's possible the caliper pistons were not properly pushed back. I would expect the rear wheels to get very hot. I would jack up the back of the car and with the parking brake off, turn the wheels by hand. They should turn freely.
Another simple test is to put the car in neutral and let the car roll forward (I find my 02 rolls a lot easier than my 89). You should be able to use the parking brake to stop the car. If the parking brake doesn't function or is very hard to use then it would be another indicator of a problem.
