Gas tank capacity: 20 or 15?

Gas tank capacity: 20 or 15?
My 6th gen manual says the gas tank holds 20 gallons. Yet my gas gauge, low gas light, and the "Miles To Empty" reading on the car's computer act like the car has only a 15 gallon capacity. What's the deal?
