The bulbs or the entire housing?
You have to remove the front bumper to remove the housing (and to easily get to any/all of the bulbs) You can reach into the engine compartment and get to the fogs/signals, it's a tight fit but can be done...

well i want to take the housings out, to --- 1) put in new HID bulbs, and 2) find out where moisture is getting into the lights. so just take off the bumper and thats it?

Yeah take off the bumper and then there's 3 bolts to remove the housing. It's pretty easy once you get in there...
