So my dumbass brother lost both sets of my keys and I was wondering if this

I'm pretty sure they need the vehicle with the key to program it and they don't usually do it for free. You would be better off having him overnight the key to you. It would be cheaper.

yes, all you have to do is prove you own the car, and they should be able to cut you a key with just the VIN. then you'd probably have to bring the car in to get the remote stuff reprogrammed.
The program function that people refer to in this case should should be understood to be - the car is programmed to recognize the key. Not the other way around! The key itself is not programmed and cannot be. Therefore, the car must be present to complete the procedure.

I bought a replacement key online for $22 dollars but I still had to take the car to the dealership to have it rekeyed and the stealership charged me $45 for programming.
