The intake as 08MaxCash said is louder I tried to install the intake.. same answer. But regarding the catback it will sound alittle louder at 4.5 --- 6 for sure but I advice you to give us a vid or recording for the sound.

From my experience, you should hear the exhaust until about 4k rpms. Then the fun stuff happens. (The cai roars).

brand doesn't matter. above 4k or so the sound of the intake will be more dominate compared to the exhaust. your cat-back is fine.

Yes, it's normal. It's called drone. Most higher flow, less resonated, aftermarket catbacks/mufflers will drone under light load, usually up to about 3500 rpms, on these cars and it'll go away beyond that. Obviously, at high rpms, it's going to be louder for various other reasons. Like people said above, over 3800 rpms, your VIAs opens and/or your intake will get louder, at least, that's what it'll seem like from inside the cabin.

What sort of catback is this?

My exhaust is quieter below 3500, and then I think the variable valve open up and causes more noise (and power).
