When starting the car and particularly when changing drive mode (from park to drive, drive to reverse, etc...) there is a weird whinning/beeping noise from the engine on the driver side. The engine doesnt need to be started but as long as the power is on and the drive mode is being changed, every time there is this whining noise. What could it be?

I get that noise when I turn off the car. Been noticing it for a while Honestly no clue what it is.
