Can't adjust belt idle nut

Can't adjust belt idle nut

As title says, I've been having issues with my belt recently and went under the hood to tighten it, but can't seem to get a socket on the nut because the adjacent hose interference. It's almost like somebody installed the wrong bracket. I bought the car used and am unsure of its service history so it's not out of the realm of possibility. Can somebody here confirm if this is indeed the case? Before I go digging through the wheel well I wanted to be sure what I'm getting into.

ratchet, extension and a universal joint socket adapter. Oh and that is reverse threaded, i believe.
