Can I remove the right passenger vent, without removing the dashboard?

I noticed yesterday that the black, round plastic piece that holds the piece that opens/closes/adjust the vertical vents fell off. Today I noticed the black, round plastic piece was broken where the small gold colored screw threads into, to secure that vent closer/opener piece.

I tried to screw it back in, but what a bad angle the dash it at, to try to get under there.
