The torque app can do that already provided you have a bluetooth OBD II adapter.

As far as the reverse camera, an option would be to use a wireless IP camera - the tablet would connect directly to the cam via wifi when reversing. In automating this, there would need to be a way for the tablet to "know" the car is in reverse, then fire up the application. A voice command assistant could help with that (e.g. Dragon Assistant or Speaktoit Assistant) in the meantime.

Gotcha. I know what you mean. That'd require some serious modding, hardware and software wise.
