holes on front bumper

I recently had my front bumper hit and had to get it replaced. When they ordered the bumper I asked if they could not put holes for my license plate.

Does anyone know if Nissan always place 2 small holes in the front bumper? ( regardless state laws)

I have a 2011 and I live in Florida so it only requires one plate in the back and mine has the small dimples in the front but no holes maybe you got a after market bumper ?

my replacement bumper came with 2 small indents to guide people on where to drill, but no holes.

That is the way bumpers come on new Maximas arriving at dealer lots. But even in states where there is no front tag, some dealers drill the holes, mount the front license bracket (which comes in a plastic bag along with things like cargo nets, and is found either on the right front floor or in the trunk), and proudly display a dealer tag.

When I submit my offer for a specific car to my dealer's internet manager, one of the stipulations I always list is that holes drilled into the front bumper nullify my offer.
