While driving my car yesterday it died and loss power. I noticed the belt had ripped but not totally. I replaced it but now I go to start the car and all of the normal checks happen but when I push the start button dash goes blank.

 

Can you tell us which "ECM Fuse" is blowing? Sounds more to me that the battery died because the belt ripped up and couldn't spin the alternator. Get a jump start and find out what pulley is out of alignment that is eating your belts and you should be fine.

When I switch the ignition switch the fans are running without me pushing the start button. In the 15amp fuse keeps blowing
