Cannot speak to text

I have a 2018 Nissan Maxima SR and cannot speak to text. I can listen to text messages when they come in but when I select reply I get a message saying this is not supported. This car was purchased from California so I am wondering if its blocked for some reason. If its blocked can I unblock with a scan tool? I rarely us Apple car play, I am just using the bluetooth option.
