Coilovers are a strut/spring combo
HP's are just struts

Well, a HP kit will also give you a spring/strut combo.

Wouldn't it be more accurate to say that coilovers let you adjust your ride height and characteristics by changing your spring's "perch"?

First some basics: Your car needs springs to hold it up, and dampers (a.k.a. "shocks and struts") to keep it from bouncing around.

Now, to answer the question: Technically, any setup where the spring fits over the shock absorber is a coil-over setup, but the term "coilovers" has come to mean some kind of spring setup that lets you change your ride height -- either a set of springs with adjustable collars, or a full kit with springs, dampers, and mounting hardware.

Tokico HPs, on the other hand, are just dampers (unless you're talking about the Tokico HP kit with springs and dampers together).

coilover is a common term used to describe a spring and strut pair..generally adjustable and and mosr adj. dampening....these are engineered together to perform to be the best although not always the case....are are complete package from top to bottom ready to bolt in......now the real definition of a coilover is any coil spring that is mounted in a fashion that it surrounds the strut or shock.....now their is also a debate on what are shocks and or strut....maximas have STRUTS all around a strut has spring pearches on it and is assembled as a unit with the spring....a shock does not touch the spring in any way although it may be inside the spring..they are separate entities....many people refer the rears as Shocks becaue they are different than the fronts...when in fact the fronts are a MacPhearson style and i forget the name of the other style which the rears are....so HP blues are the the strut portion of the spring/strut coilover suspension design...and Ksports and D2s are an engineering spring/strut coilover suspension system
