"skipping" strut bearing?

Just installed illuminas and progress springs with a bunch of new hardware, including strut bearings. When the car is stationary or moving slowly (less then 10 mph) I can hear the strut housing "skipping" across the strut bearing on the passenger side. It sounds like trying to slide a hand forward across a porcelain surface.

Is this a case of over- or under-tightening the upper strut bolt? Or something else? I don't seem to hear it from the driver's side.

It started immediately after the suspension install, so I doubt it.
