Bolt ons are more 'cost' effective. Do all you can outside the motor before going in.

Translation: don't bother with head work. get cams first and see how far you want to go.

A couple of thoughts:
(1) Not at all cost effective compared to other mods;
(2) Hard to find a shop that will really know what they're doing, specifically to this engine. The goods ones will be quite expensive. And lots will tell you, "Sure, we can do it." But most of them I wouldn't want touching mine if it was free!
(3) Skip the MEVI and get an 00VI; been there, done both. Hands down, the 00VI is better.
(4) And get one of Cattman's new header setups.
(5) With all due respect to Matt93SE, different cams have a way of changing the "nature" of the engine - from mild to wild. The 00VI, Cattman headers and JWT ECU will increase your engine's performance (I'd estimate those would add up to 40-50 HP) without changing the nature. Sort of like stock on steroids.

From the data I got most, if not all the cams available to us won't even take full advantage of the stock VQ head flow. Work on a better intake manifold, headers, and exhaust first.

Here's a post in a similar thread where I have the exact same thoughts as here.

There are certain items that are viable 'mods', i.e P&P/any type of headwork, cams, upping CR and I'm sure there are others that I have missed.

The point of the matter is, 98% of us still have not reached our full N/A potential as is. (i.e stock cams/heads/CR).

So unless you're nearly there (stock hardware limits) IMO, there is no reason at all to dive into 'radical' mods such as the aforementioned items.

I thought headers on a 4th gen made a nice noise and about 5hp?

You're thinking about the pacesetter headers for the VG.....
