once again the 00VI swap kicked my a$$

ok i am helping a friend install the VI on his 97, when we first tried start up it had a bouncy idle between 2500 3000 rpms, well we noticed a vacum leak with the EGR solenoid and a hose that we had put to vacum that needed fresh air. we fixed that and it still had the idle problem. then we un plugged the tps and the idle just went to bout 3300 and stayed there. well then we plugged that back in and unplugged the IACV. that shot the idle up to 4000 and rising. we reconnected it and it did the same, we reset the ECU and it did the same. so now we can't get the idle to come back to the original problem. we have checked everything and it is as it was before we unplugged the TPS or the IACV.
It's been a long day and we are stumped and looking for help. we are giving up for the night and will work some more tomorrow. any help would be great even if its general.

also to let you know that we have checked around where the lower meets the upper and where the upper meets the EGR and there is not a leak.

parts that we are using is a modified 4rth gen lower, 5th gen TB with block off plate, 4rth gen TPS, 4rth gen IACV with custom adapter plate, DEK EGR pipe. i believe that is everything i hope. thanks again

Check the idle screw first off.

Make sure the block-off plate on the throttlebody is properly sealed.

Check the idle position of the TB plate. 4000 rpms is high, so be sure your TB plate resting spot isnt letting air through, etc...

Also, you're running EGR right?
