3rd gen Audio install problems

Ok I’ve posted this in the 3rd gen. section already. I am having trouble with my install. I am not getting enough amps out of the cars constant amp wire. I’ve did test the radios harness with a multimeter and got the reading of 00.34 amps. I know the actual reading should be 12 amps. After finding this out I went to test the ignition wire also it was ok. As I stand right now I have my radio ghetto rigged with the h/u battery hooked up to the ign wire. I know this can’t be good. So I need some help.

Also I've checked the audio fuse in the car. I am not sure I there is a fuseable link
