HID Kits and Relays

I've got some new headlights on the way and I'm planning on picking up a 35w 6k kit. I've been talking with 2 different vendors who have 2 different opinions on what I need/don't need.

One guy is telling me I don't need relays, other is telling me I do. So what's the deal?

The stock H4 halogen bulb is rated at 55w for low beam, 60w for high beam. So I would assume that a 35w draw wouldn't need a relay.

Maybe some more knowledgeable members can chime in with some reasoning/logic?...preferably without chastising me?

Relay for turn on of the second ballast, but shouldn't be necessary if each ballast has it's own input for turn on.
