10 Nissan Maxima Tail Lights and dash lights won't light

01 Nissan Maxima Tail Lights and dash lights won't light

I am having difficulties isolating why the dash light and tail lights won't work. I have checked the tail light fuse in the engine fuse box and it is good. I have tested the tail light relay and it is also good. If I put a jumper wire across the switch terminals (pins 3 & 5) where the relay plugs into, all the lights work as they should. I have checked and am getting 12VDC at pin 1 but when I do a resistance check between pin 2 and ground it shows an open and it should be 0. I did all the testing with the light switch set to parking lights on. Does anyone have an answer to this issue or a schematic so I can determine what to test next?

There's a fuse on the interior fuse panel as well.

If that doesn't resolve it, check the dimmer switch to the left of the steering wheel. Mine went bad, had no interior lights. But tail lights were fine.
