if you followed the directions with it and it didn't charge, then:
1. you're not doing something right
2. you've got a defective cap

I suggest taking it to an audio professional that knows what they're doing. caps aren't toys. they can weld a chunk of 4awg wire to your car in a flash (pun intended). nasty stuff if you screw it up.

your owners manual for the cap has professional instructions.

if you don't believe it, then read the FAQ at the top of the page and it'll tell you the exact same thing at every site you look at.

what makes you think the cap is not charged? Is it because you're lights are still dimming? What kind of cap is it and what size?

You may have a bad cap, but I have never personally seen one be bad, specially since it sounds like it has never been charged before. Either way, make sure that you are connecting it correctly; positive from battery between amp and battery near the amp, and negative to same ground as amp. That should do the trick. If not, you either have a bad cap or have wrong wiring somewhere else as well and cap is not big enough to compensate for both problems.

You are suppose to ground it with the same ground as the amp?

I have it on another Ground , it says never to ground it with the amps ground in the instructions
