Time to fix the paint..

On my new maxima (99 SEL, crimson red) there are a few "Dry" spots on the paint. The clear coat is still there, but its kinda dry, will claybar, polish, and wax fix that? the there arent any visual blemishes, but the feel of the paint in some areas are kind of rough/dryer than they should be, any reccomendations?

Oh and how cold is too cold to apply polish? Its usually around 20-40 degrees around here, and im really needing to fix up the exterior a bit.

If I was you I would clay bar, then compound (3M rubbing compoud), polish and then wax the area. Rubbing compound woeks well at removing blemishes that are level with the paint, where the claybar can't quite go.
