I noticed from certain angles or especially if i'm wearing sunglasses I can see numerous bubbles/circles on the rear windshield. I don't have tint so I'm wondering whats causing this. I've been trying all types of cleaners, but the circles are still there. They can only be seen from the outside, kind of hard to describe, but I wonder if anyone can help.

 

You might need to get a dedicated glass polish to remove that. I'd recommend something like Zaino's Z-12.

Since the circles are from the outside, you will definitely need to do this on the outside.
