I'd suggest a plastic polish (like Novus) before trying wetsanding. You can apply it by hand or for more polishing power use a PC.

Wet sand with 1000/1500 to get most of the major scratches out. Finish with 2000 to leave a fairly smooth surface. Then apply a plastic polish to give it a nice and clear smooooooth finish. I used novus and i know this works for sure. I ruined my passenger headlight by spraying it with TB cleaner on accident and it melted a good portion of it, leaving it all milky and splotched. I brought it back to brand new by doing this.

you could try what i did, i just got some automotive polish and a rag and just rubs the h3ll out of the light, it took a lot for rubbing but it work pretty good. im not a big fan of wet sanding if you dont have to, thats just me tho. if my method dont work then try wet sanding but no need to be more extreme then you have to.

Try Z-14 Plastic Magic Cleaner & Polish. I used this on my headlights and the results were pretty good.
