Anything for Orange pealing?

I recently bought my maxima used, and have noticed some annoying things about the paint. There is some orange pealing I believe, the surface of the car looks a little like the surface of an orange peel. Whenever I wash the car, and try to dry it, even with a good cloth, the finish shows major streaks. To get it to clear up, I need to buff the car. Is there anything I can do about this? I used a poly wax as just a normal wax, should I use another type? What is the best way to make my max look great despite this?

I found a picture of what it looks like. Apologies to guapsnaman for stealing the pic.

If you look closely at the pic, you can see a rippled looking texture to the paint. After seeing this, I am starting to wonder if this is what the finish is supposed to look like. If it is, then I gues the only problem is the streaking. I don't know if this is because of the finish, because my maxima is black and I am noticing it more, or something else. Answers would be greatly appreciated.

Orange peel comes from the factory paint job and the majority of cars have at least some orange peel. Theres nothing that will fix it besides wetsanding
