Help...spray paint!

OK on my drivers side doors, it has completely lost all of its shine like there is no clear coat. If I am not mistaken, I believe this was due to spray paint being sprayed on by accident (don't ask) and wanted to know if there is any way I can get it to shine again?

I was thinking maybe a Porter cable random orbital buffer and some meguiars 7 and 9 might take care of it...but I wanted some more professioanl opininos. As I said, it is literally spray paint ontop of the clear coat. Clayed it several times with no luck.

wash the car, lightly go over it with laquer thinner then take some compound of your choice and go over it by hand or buffer, after that throw some wax on it and see how it comes out
