Help with a tiny paint chip/rust spot.

I have an itsy bitsy rust spot on my front fender, it's about the size of a grain of rice - but it's driving me nuts. I wanna' touch it up, but how do I go about removing the rust? The spot is so small that sanding would be a little risky, imo. Any sort of liquid I can tab onto a q-tip to break up the rust so it doesn't spread and then touch it up?

I've used this kit from Griot's. Has a small file for removing rust before touch up:
