Can O2 sensors be upgraded from factory lean settings?

Can O2 sensors be upgraded from factory lean settings?
Some guy on ebay is selling a new O2 sensor that he claims will increase HP by sending ideal signals to the ECU to provide the perfect air/fuel mixture. Claiming factory settings are lean to pass federal emissions, he says we should all buy his product to get more power. Is he for real or full of it? what do you think? has anybody ever heard of this or used it?

Yeah, that's probably a really good deal. I'm sure I could gain A LOT of HP if I had an 02 sensor that made me run richer!
