I hope you have better evidence than just "its another E-bay scam" I would hate for an excuse like that to be the end of a viable alternative. People used to say Apex S-AFC's wouldn't work on our cars and they do. People also used to say that grounding your car better wouldn't help it perform, and we are finding out differently. So please post something better than just "scam". No flames I was really hoping for a better answer. the logic behind it sounds concrete if the ECU doesn't override the signal.
