Brake Consultation Needed / low pedal, good pads

I have a 91 Maxima SE with 75,000 miles on it, bought new. My brake pedal is low and spongy. I replaced the rear pads, bled the rear lines, calipers are all good, working and not leaking. All rotors good and within acceptable thinckness range. Front pads only 1/3 worn.

I was thinking its the master cylinder (original), but the brakes wont pump up and are a bit spongy. Could it be the extreme cold combined with water logged old fluid?

Any thoughts fellas?

Low spongy pedal could be caused by a few things.

Air in the brake lines.

Caliper hung up on the guide pins, it isn't squeezing the pads correctly, but rather pushing one pad into the rotor and pushing the rotor into the other pad. This causes excessive caliper piston movement which in turn causes excessive pedal movement.

Defective master cylinder.

Bleed the front too. A bad master cylinder, you won't get any pressure at all. You pretty much have to bottom out the brake peddle to stop the car.
