Strangle Noises while Braking

I just bought a used 95 with 71K miles. Everything is is great shape, as the previous owner obviously took great care of the car. The only issue that I am having is after I drive around for a while, when I brake moderately to hard, I get a barking sound at first then what can only be described as when you stretch the opening on a balloon that is full of air to make a low pitched whining sound. I have pulled the front wheels off and the front pads look like they are only
through about 25% of their life. The only thing I can figure is that the rotors may need to be turned. Oh, and when I
drive around and only lightly apply the brakes-no sounds. Front and rear rotors are smooth...
I have been told that this may be brake dust or slightly warped rotors, any other suggestions before I pull the wheels again?
