LED's inside car

Can this be done in red? Is this a hard mod? Is it expensive?

It can be done in any color that LEDs are made in. Buy the LEDs on ebay, you can get 50 for $10 or 100 for $17 with resistors for free. It's not hard, just time consuming and fragile.

Solder, soldering iron with needle point, a small pic set (great for opening the assemblies like hazard, cruise, etc)
