Mine make a very high pitched sound when each bulb flashes. Not sure if that's what you're experiencing. If it is, then that's normal. Where did you mount the control module?

you should be hearing two different noises from your strobes:

1) the tweaking noises coming from the power supply
2) the popping/ticking noises coming from the bulbs

everytime a strobe fires, the power supply and bulb will make noise at the same rate. it is normal for both of these noises to occur whenever your strobes are activated. however, depending on where you have you power supply mounted will determine whether or not you would hear these "loud" noises you are referring to. for instance if you had the power supply under your driver's seat, then you would hear the tweaking noises much better than if you had the supplies mount in your trunk. you shouldn't be able to hear the popping/ticking noises from the bulbs inside of your car. if you were outside of your car with your strobes running and put your ear up against the housing which contained a strobe bulb, you would be able to hear the bulbs doing their popping. btw, relays have nothing to do with strobes.

hope i was able to help. if you've got anymore questions, feel free to email or post them
