its a 98se and my friend (who owns it now) doesn't know if it was stolen at work, school or home but the job was done cleanly so whoever did it knew what they were doing. Fortunately when I installed the clear corners I did it from behind so those are still in place.
Now should my friend go after market, oem, or just get the plastic inserts that go in the gxe models
His #1 choice would be to get the cheapest oem replacements, then after market, then inserts since his wallet isn't as fat as he'd like it to be

Unlike the 5th gens, the 97-99 4th gen bumpers either have fogs or don't. There isn't a plastic cover for the holes. From the factory, the GXE and GLE have a thin plastic piece that joins the two outside edges of the foglight hole.
If the wiring is still there, he might as well just replace them and mount them a little "better" this time. Maybe try torx head screws, etc.....
