crank position sensor, fuel pump, maybe a dirty throttle body. Do u have a check engine light?

It could still be the battery. I've had all my electric accessories work but my car wouldn't start with a weak battery. Jumped it, and it started up just fine.

Crank Position (POS) has most likely failed, but pull the codes and see what you get.

If by chance you get 0505 indicating all is OK and you still get a crank but no start condition, replace crank position (POS) which is located on the bell housing under the car twards the front.

Horn sounds does not rule out the battery. Battery may still have enough power for the horn, hell the starter needs a lot more juice.

Might be a security system preventing the engine from starting. A similar problem was discussed on 5th gen forum. Check this TSB at http://maxima.theowensfamily.com/tsb/NTB99-063c.pdf

does it show any signal of barely turning over? my friends max just had same issue and his starter got worst and worst till it could barely turn over and stopped turning. Try banging on starter and seeing if it starts. If it does i think your starter is on its last leg....

Hey I have a 95 but, I had the same problem last yr and now this yr. I think that the starter should be in the same place on the 99, so it should be easy to take off, take it off and take it to auto zone and see if it has the sufficient power. I did that to mine, and guess what, my car is working.
