They don't seem to do the 20% parts and labor anymore. If you look at their sliding scale, it's only 6.5 to 10%. The 20 comes in handy with expensive stuff like EVAP or airbags out of warranty. The only hope I guess is to tell the dealership another dealer is doing 20-25%, but it's rare.
