Good news--even though all 4 screws will be rusted and impossible to remove, if you remove the entire bracket and drop it down in front of the plate, you can disconnect (unsnap) the license lamps and take everything out.
Those screws go into grommets, which snap into the metal bracket. The grommets can be destroyed via linesman's pliers, and then you can grab the screws from the lens side with needle-nose pliers to open up the lenses.
Total damage? Grommets list for $0.57 each, and the screws list for $0.73 each. But I would suggest you do both sides, so get 4 screws and 4 grommets, and 2 bulbs.
I bought the entire assy. for $23.45 ($31.27 list) and cannibalized it for the 2 screws and light bulb from one side. By luck, I ordered 2 (too bad I didn't get 4 or I could do the other side while I was at it) grommets.
Here's the bad news!! Be very careful with the metal bracket, it is literally ready to crumble due to corrosion. I have no clue why, but it lists for $38.15 (nothing more than a thin steel bar with holes drilled)--so you don't want to have to buy it. Again, be careful when snapping the plastic grommets into it. Just thought my experience could save someone a few $$...
