What is exactly done, when I want to get my fuel injectors professionally cleaned?

I've been suffering from terrible gas milage and powerloss on my 93 Max, I've changed fuel filter, air filter, spark plugs, O2 sensor, used fuel injection cleaner, ran ECU diagnosis which came up clean, checked PCV, MAF sensor, Coolant Temp sensor.. I do not know what to do at this point, I still get about 180 miles on a full tank of gas, mostly 45 mph cruising.. I also just failed the Emissions test a few days ago, My NOx reading was at over 4.7, when the limit is 3.00 I am thinking of replacing the CAT but I heard they don't go bad just like that, unless something is wrong with the car, so it is quite possible for the replacement Cat to go bad as well.. I need to determine my problem first...
So I ask;
Should I get my fuel injectors cleaned professionally? I am not familiar with this process at all, what is it they do exactly? How much do they charge?

with the FI they basically run a high powered cleaner into your fuel line by the engine/fuel rail. They take the fuel pump fuse out. run your car on the can of cleaner. once the car stops running the cleaning is done. if you want them cleaned off the car RC balances them and cleans them..of course that mean downtime. poor fuel delivery is not really associated with high CO levels. check the EGR system.
