Same Here

I DID THE SAME THING WITH MY MAXIMA. I BOUGHT THE CAR USED AND THIS GUY HAD DONE IT BEFORE I BOUGHT IT. I THEN TRIED TO SMOOTH THEM OUT BUT IT STILL DOES NOT LOOK THAT GREAT. I DO NOT KNOW WHAT TO RECOMMEND. LET ME KNOW SO I CAN GET MINE LOOKING BETTER.

Try a clay bar, it may work if the touchup paint is not too old.

you could try wet-sanding and then some paint and polish compounds to try and cover it up...I would try wet-sanding then use Meguiar's Heavy-cut Cleaner compound and then give it a polish. This kind of job is usually best left to a very good and experienced detailer, you can do more harm than good if you are inexperienced!
