Harbor Freight puts out a lot of circulars for their customers. I would get on this mailing list and just collect a bunch of them. You will notice that "sale" items differ on the circulars and that often, prices for regular items also differ. You then simply need to order via item number which is slightly different for different circulars and that way you get the cheapest price.

1/2" clicker torque wrench is item 00239-3NRB and should come up $9.99 even when their current online price ends.
