Why does a government agency have to hold the money? If the manufacturers are supposed to pay for the recycling, and they add it into the price of the car, then they should keep the money until they have to pay for recycling. Sounds like a scam. Another way for the government to make money off of us that doesn't actually help us.

 

Japan's big on this environmental stuff (engine mileage cap)...don't think that'll catch on in the US nearly as quick because of big business.
